ROCKFORD, Ill. — Beginning Friday, September 18, Winnebago County Animal Services will lower its cat adoption fees to $30 for kittens and $5 for adult cats. This fee reduction is part of the BISSELL Pet Foundation’s “Empty the Shelters” initiative, which aims to decrease animal shelter populations through adoptions, spay/neuter programs, microchipping, and emergency assistance.

Amber Pinnon, Adoption Coordinator at the shelter, highlighted the urgent need for adoptions due to the current high population of cats. "We currently have 127 cats in our building, with 95 entering just last week and another 25 arriving today," Pinnon said. She emphasized that as an open-admission shelter, they continue to accept cats in need, but are in urgent need of adopters to create space for incoming animals.
Prospective adopters are encouraged to seek pre-approval for their applications before adopting. Applicants must be at least 18 years old and possess a state-issued photo ID. Additionally, all cats and dogs in the household are required to be current on rabies vaccinations and have a county pet license, with preferences for homes that have few or no animal complaints on record.
