The proposed unit has been vacant for more than a year and was previously utilized for light industrial activities. The design of the new park intends to support dog owners facing barriers, targeting wheelchair users, those with mobility issues, and individuals with chronic health conditions.

The application describes the venue as a safe and enclosed environment, allowing customers to exercise and enjoy quality time with their dogs in comfort and privacy. It also facilitates socializing with friends and caregivers in a controlled setting, protecting users from adverse weather and uneven outdoor terrain.

The proposal notes that no industrial operations are planned, meaning the change of use is expected to have minimal impact on neighboring properties.
