
Humboldt County Planning and Building Director John Ford has suspended the Conditional Use Permit and Coastal Development Permit for Shannon Miranda's animal rescue operation, effective immediately. The current permit violations are unrelated to a separate criminal investigation involving allegations of animal cruelty, theft, and fraud against Miranda. According to Ford's letter, Miranda failed to comply with a May 29 agreement that required him to submit a grading permit to elevate dog kennels above the mean flood elevation.
The suspension mandates that all operations linked to the permit cease, preventing Miranda from accepting any new animals or allowing customer access to the property. Ford indicated that the county is willing to assist in relocating the remaining animals.
Miranda expressed frustration regarding the situation, referring to concerns raised by a neighbor, Jennifer Raymond, who had reported to authorities about potential issues at the rescue. Raymond claimed she had not stated that there were cats in Miranda's office building, but she did express concerns regarding the welfare of animals in light of rumors of building demolitions.
In his defense, Miranda argued that the conflict is more personal than humanitarian, suggesting it stems from neighbors' animosity rather than genuine concern for animal welfare. He also noted that the permit suspension can be appealed to the Humboldt County Board of Supervisors within ten days.
