The charity has submitted an environmental impact assessment report to Wigan Council, as a preliminary step before a full planning application. This report outlines an integrated campus that will encompass veterinary, rehabilitation, education, and administrative facilities. The development is set to cover 15 hectares of agricultural land, including a disused railway embankment and woodland, with part of the campus located just 50 meters from the nature reserve.
Key features of the proposed campus include clinical veterinary services, behavioral facilities, rehabilitation areas, a small animals block, a cattery, and a ferret block. Access to the campus would be via Byrom Lane, with provisions for up to 195 parking spaces. Security measures will include fencing around the construction and external areas to protect animals.
The campus is envisioned to operate around the clock, with around 120 to 150 employees and volunteers. If approved, the initial phase will involve the demolition and clearing of existing buildings on the site.
The RSPCA has reported that funding for this initiative comes from a significant donation from a charitable trust, alongside RSPCA investments and broader fundraising efforts. A spokesperson stated the facility will not only offer various job and training opportunities but will also serve the community as a space for educational activities related to animal welfare.
