The new laws include:
**SB 246 – Specialty Plates:** This legislation authorizes eight new specialty license plates, including designs for the UFC, Miami Northwestern Alumni Association, and several educational institutions. An Endless Summer motorcycle plate option has also been created. Each design requires 3,000 presale vouchers within two years to be produced, and the sponsoring organizations must submit a five-year financial projection to the Department of Highway Safety and Motor Vehicles (DHSMV).
**HB 397 – Pretrial Release Violation:** Known as the Victim Safety in Pretrial Release Act, this law makes it a first-degree misdemeanor to intentionally violate a no-contact order after certain arrests. Subsequent violations elevate the offense to a third-degree felony.
**HB 429 – Gang Membership Criteria:** The criteria for identifying gang membership are expanded to include online admissions and spouse identification, reducing the requirement for being seen with known members from four to two instances.
**SB 432 – “Meg’s Law”:** This law prohibits the sale or possession of nitrous oxide by tobacco retailers, with penalties for violations. Additionally, it establishes trafficking penalties for xylazine, with mandatory minimum sentences based on the amount involved.
**SB 488 – Transportation:** Changes in vehicle registration laws now require proof of address and lawful presence for registration, raising the damage threshold for reporting crashes from $500 to $2,000. It also clarifies laws on decorative license plate frames and penalties for counterfeiting.
**SB 490 – DHSMV Public Records:** This law protects email addresses collected by the DHSMV from public records requests, extending to vessel registration emails as well.
**HB 559 – Animal Welfare:** The legislation creates third-degree felonies for adults inducing minors to engage in or witnessing animal cruelty and increases civil fines for local ordinance violations.
**HB 1293 – Fraudulent Entry into Rental Homes:** It criminalizes entering a rental home through false identity disclosures or forged documents, establishing severe penalties for such actions.
**SB 1332 – Habitual Felony Offender Registration:** This law requires in-person registration for habitual felony offenders and details about their status, including updates if they are in custody or released.
**HB 1525 – Lewd Acts:** The bill repeals previous offenses related to lewd acts and establishes new provisions against lewdly exposing oneself or engaging in sexual acts while watching minors for gratification.
**HB 4039 – Monarch Hill Landfill, Broward:** This requires an independent feasibility study before expanding the Monarch Hill landfill, evaluating environmental and public health impacts, and mandates a public hearing.
**HB 4093 – Fellsmere Water Control District, Indian River County:** This legislation transitions the water control district to dependent status under the county, changing governance and management protocols.
