Blue Sky Canine had aimed to transform land opposite Toad Hall, off High Street, to support its existing dog walking and training business. The site would not have been open to the public or available for events.
Currently, the L-shaped parcel, bordered by hedgerows and mature trees, has been largely unused for five years. The initial plan included constructing a 1.4-meter perimeter fence, incorporating natural obstacles like straw bales, and planting a new hedgerow on the eastern edge to enhance biodiversity.
Previously, the site was used for storing construction materials, and access would have been via an existing concrete track.
The intended operations included professionally supervised, low-intensity sessions with group walks for up to six dogs and training with one handler per dog, scheduled for 8 am to 7 pm in summer and 8 am to 5 pm in winter.
However, the proposal did not meet the statutory requirement for a 10 percent Biodiversity Net Gain as mandated by the Town and Country Planning Act 1990, revised by the Environment Act 2021. Mr. Terrington, the council's Ecology Officer, expressed concerns that the proposed change of use could lead to “significant adverse impact” on the neutral grassland, warning that regular dog activity could harm existing vegetation and encourage the growth of less valuable, disturbance-tolerant plants.
There were also concerns regarding the impact of vehicle parking on the site, which could result in soil compaction and grassland degradation.
Brington and Moleworth Parish Council discussed the plans on March 25, noting potential issues such as noise from dogs and vehicles, as well as potential disturbances to neighbors. Additionally, the council was unable to confirm compliance with the Dogs (Protection of Livestock) (Amendment) Act 2025, which took effect this year.
Ultimately, the plans were formally withdrawn on June 12.
