This leash requirement is in place to ensure public safety, preventing dogs from running into traffic or approaching strangers and other animals unpredictably. However, Pittsburgh does offer designated off-leash areas where dogs can legally roam free. Some of the most popular off-leash spots include Frick Park Off-Leash Exercise Area, Riverview Dog Park, Highland Park Off-Leash Dog Park, and Bernard Dog Run on the North Side.
