The existing Dog Control Public Spaces Protection Order (PSPO) will remain in effect until October 2026, at which point the proposed new draft Order would take effect. The current order comprises several regulations, including:
- Dog Exclusion Zones (such as beaches and playing fields)
- Measures against dog fouling
- Requirement for dogs on leads
- Requirement for dogs on leads when requested by an authorized officer.
As part of the review, the Council is considering three specific changes: the establishment of designated dog exercise areas at Maesdu Road Recreation Ground and The Oval Recreation Ground in Llandudno; a permanent ban on dogs at Betws Yn Rhos Sports and Recreation Ground; and designating a section of the new dry beach between Colwyn Bay and Rhos on Sea, along The Cayley Promenade, as a permanent dog exclusion zone.
The consultation will remain open until September 11, with the Council encouraging residents to share their opinions on extending the Dog Control PSPO for another three years and on the proposed new regulations.
Cllr Stephen Price, Cabinet Member for Housing, Regulatory, and Audit, stated that issues surrounding dog fouling and irresponsible ownership are frequently raised by residents. He emphasized that these Dog Control Orders aim to balance the freedom for dog owners to enjoy public spaces with the need for those spaces to be safe and comfortable for everyone.
Cllr Price added that while most dog owners are responsible, these measures target those few who neglect their responsibilities. He urged all community members to participate in the consultation.
Details of the Public Space Protection Order, the proposed amendments, maps, and the response form are available on the council’s website. For individuals without internet access, paper copies of the consultation materials can be obtained at Coed Pella offices in Colwyn Bay. The feedback collected will be reviewed by councillors in the autumn before a final decision is made.
