The proposed bill seeks to establish stronger standards for veterinary care and housing in animal breeding facilities. Key provisions include requirements for larger enclosures, unrestricted access to exercise, socialization, and more routine veterinary care for dogs managed by breeders.

James Bias, executive director of the Connecticut Humane Society, emphasized the need for enhanced standards, stating that pets "deserve more than just bare minimum" and that robust oversight and enforcement are crucial for their welfare, no matter their breeding location.

Blumenthal previously reintroduced the Better Collaboration, Accountability, and Regulatory Enforcement (CARE) for Animals Act in the Senate last year, which shares similar aims to improve animal welfare.
