Described as a “big sweetheart,” the dog was initially unsure but became affectionate once settled, according to Jennifer Mosier from Oak Grove Animal Control.
A resident discovered the dog on Carter Road on September 17, 2026. She lacked food, water, or shelter apart from the bridge but showed no injuries or severe signs of neglect. The cinderblock was light enough for her to move around while tied.
In a public statement, Mosier emphasized the bond that had existed between the dog and her previous owner, stating, “Please remember that at one point, this dog meant something to you.” She condemned the act of abandonment, calling it a violation of the law and a cruel choice when other options exist for those who cannot care for a pet.
The initial response was managed by the Christian County Sheriff’s Office, later taken over by Oak Grove Police. Despite the timing of the rescue occurring after hours, Mosier was able to bring the dog to the shelter and named her Constance Carter, believing she deserved a strong name given the circumstances.
Oak Grove Police urge anyone who recognizes the dog or witnessed her abandonment to contact the shelter or local authorities.
In light of this situation, the Christian County Animal Shelter reminded the community of responsible pet ownership, noting that abandoning animals is illegal under Kentucky law.
As of the end of June, Oak Grove Animal Control announced a policy change that prevents transporting owner surrenders. Pet owners must now schedule appointments to drop off their animals in person and pay a surrender fee, which is designed to support responsible pet ownership and humane animal management. The shelter accepts pets from Christian, Todd, and Trigg Counties.
The surrender fees are as follows: $50 for a dog, $50 for a litter of puppies, $25 for a cat, and $50 for a litter of cats. For multiple surrenders by a single owner, fees may be adjusted on a case-by-case basis. Owners can call 270-887-4175 to make an appointment and pay the relevant fee.
