WINDSOR, N.C. - The town of Windsor is facing fines from the state after failing to comply with animal care regulations at its shelter. A notice from the Department of Agriculture and Consumer Services’ Veterinary Division, dated October 1, details the $1,300 penalty following two unsuccessful inspection attempts on September 16 and 17.

During the first inspection, the shelter lacked posted contact information for the animal control officer, and an inspector observed a dog, identified as Bubbles, that appeared very thin and was in a dirty enclosure. The inspector returned the next day but found no one present again. After contacting town officials, it was revealed that Bubbles had not received food or fresh water for over 24 hours.

Additionally, Bubbles had been prescribed a dewormer during a veterinary visit on September 4, but the town failed to record this promptly. The dog also lacked a rabies vaccination despite being in the shelter for several weeks. The shelter informed the inspector that Bubbles was euthanized the day after the second visit. The state noted that several enclosures and feeding bowls were dirty and soiled.

These fines come on the heels of previous actions taken against the Bertie County Animal Shelter, which was ordered to shut down after multiple failed inspections. Windsor has 60 days to either pay the fine or file an appeal.
