The owner of a Milam County animal rescue, Angela Sera, 69, has been arrested on an animal cruelty charge after 82 dogs were surrendered and the facility was shut down. Her arrest on October 6, 2026, was made on a warrant for cruelty to non-livestock animals, a Class A misdemeanor, as confirmed by the Milam County Sheriff’s Office.

Following a weeklong investigation by the sheriff’s office and Brandywine Valley SPCA (BVSPCA), Sera agreed to surrender the animals and close Dogtown Ranch and Sanctuary, located outside Rockdale. A horse was also removed from the property, and as of October 6, no animals remained there.

The animal cruelty charge is linked to findings regarding Baby Reina, a pit bull terrier mix. Initial inspections in July had recommended veterinary care, and an examination on August 5 revealed that she was severely underweight and had multiple health issues. However, during a follow-up by BVSPCA, Reina was found in a critical state, severely emaciated, dehydrated, and lying in her own waste in a metal crate. She has since received emergency care and is now in the organization’s custody.

BVSPCA CEO Adam Lamb expressed gratitude for the team’s efforts in rescuing the animals, stating that they knew they had to ensure a better future for every dog at Dogtown Ranch. More than a dozen BVSPCA staff members traveled to Texas to assist in the rescue efforts, arranging for some dogs to be transported to Pennsylvania and others to partner shelters.

Milam County Sheriff Mike Clore noted that Sera is presumed innocent of the charges until proven otherwise in court.
